Heim supports Cambra for Re-election

This letter has been written in support of Emanuel Cambra, Monroe Tax Collector by Town Councilmember Deb Heim. 

Manny has lived in Monroe for the past 35 years. While here, he has volunteered as a Pop Warner coach for 20 years as well as a Little League Baseball coach. He is also active in youth education, volunteering his time teaching sixth and seventh grade religious education at Saint Jude Parish. His greatest accomplishment, however, could only be realized with the love and support of his wife, Fran. Together, they raised seven children, all of whom graduated from Masuk High School and went on to higher education. 
He has always been a dedicated citizen and has also served as a town employee. He served 8 years on the Board of Finance, 4 years as its’chairman. He also served 6 years as Town Treasurer. Prior to becoming Tax Collector, he maintained a professional career spanning 35 years in computer engineering and programming. He developed software used by over 1000 companies worldwide to assist them in maintaining and auditing their finances. He is currently  in his sixth term as Tax Collector for the Town of Monroe.  
As Monroe’s Tax Collector, he has: 
* Attained State Certification as Certified Connecticut Municipal Collector (CCMC). 
* Been elected by his peers President of Fairfield Tax Collectors Association. 
* Taught state level courses for state certification of tax collectors. 
* Maintained a tax collection rate above 99%. 
* Consistently exceeded revenue budget set by the Board of Finance. 
* Kept the Town solvent during depressed economic times. 
* Counseled and worked with taxpayers with financial difficulties. 
* Reduced departmental operating costs. 
* Consolidated car tax bills onto single bill, thus reducing mailing costs by one third. 
* Created and implemented a user friendly website for tax information and payments. By creating and maintaining the website in-house, he has been able to save the town the cost of private contracts.   
* Eliminated wait time for taxpayers during peak months from upwards of 30 minutes to less than 2 minutes. 
* Maintained a 24/7 policy. Returned phone calls when made. 
* Implemented monthly notices to taxpayers on Public TV. 
* Introduced on-line direct and credit card payments for taxes. 
* Provided convenient payment methods at local banks.  
* Designed and implemented a computerized system to facilitate daily, monthly, and yearly balancing of all tax receipts. This system has significantly reduced the number of hours needed by the Town Auditors, Dept. of Finance, and Tax Office to balance tax receipts. The time saved has enabled these departments to offer more service hours to focus on and meet the residents’ needs and concerns.  


Through the confidence placed in him by the people of Monroe these past 12 years, he has been able to faithfully execute his duties as Tax Collector.  His proven ability to fulfill his responsibilities has helped all town services. 

My only other comment when looking at the two candidates would be: 
In the educational system it is important to have a good teacher. For the Monroe tax collector’s office, it is mandatory to have Manny Cambra!
