Dogs in the Monroe Animal Shelter

I have a question for the folks who run the animal shelter here in Monroe.
I was picking up some sand the other day and heard barks from the shelter. I didn't know there were any animals in there! Why is there no postings online or in the newspaper so a rescue, foster, or adopter has a chance to save these animals? I'm hoping you're a no-kill shelter!
