All Four in Sunday's Crash Have Rap Sheets

Two were released from the hospital. The rooms of the other two are being guarded. One had drugs hidden in his rectum

All four men involved in a one-car at Stevenson Dam while trying to elude police on Route 34 early Sunday morning are convicted felons. Drugs and guns were found in the vehicle and more drugs were later removed from one suspect's rectum at St. Vincent's Medical Center.

Police said Kevin J. Mills, 23, of New Hall Street in New Haven and Cedric R. Scott 29, of London Drive in Hamden were released from the hospital. Carl S. Harvey Jr., of Munson Street in New Haven, who was the driver, and Richard Benson, 22, of Dixwell Avenue in New Haven are still hospitalized with non-life threatening injuries and have guards outside their rooms, police said.

At 3:56 a.m. Sunday, a Monroe police officer conducting radar clocked a green 2003 Ford Taurus going 61 mph in a 40 mph zone on Route 34 and turned on his overhead warning lights.

The Taurus stopped right away, but police said the officer noticed the left-rear window had been smashed out and saw activity going on inside the vehicle and called for back-up.

When the second police cruiser arrived, police said the driver of the Taurus, Carl S. Harvey Jr., quickly sped off.

The officers pursued the fleeing Taurus for less than a mile before it crashed into guard rails at the Stevenson Dam while trying to negotiate a sharp left turn onto the bridge.

All four of the car's occupants were injured and one of the rear passengers was lying on the ground outside the vehicle, as the front seat passenger was reaching into the back seat, according to police.

Monroe and Stevenson firefighters had to cut off the car's roof to remove the front seat passenger, Kevin J. Mills, from the vehicle. Officers provided medical treatment until Monroe Volunteer Emergency Medical Service personnel arrived on the scene.

Officers found a Cobray M12 .380 assault pistol lying on the rear seat, loaded with over 20 rounds with one round chambered, according to the report.

Mills had a loaded 12-gauge shotgun between his legs, police said.

A small bag of containing six grams of marijuana was found on Richard Benson, 22, who gave officers a fake name before an investigation revealed his true identity and that he was wanted by Connecticut State Police Troop I on a warrant charging him with reckless driving, engaging police in pursuit and escape from custody, according to the report.

Police said Benson is currently on parole and due to his outstanding arrest warrant and Sunday's incident, the Connecticut Department of Corrections issued a remand to custody order.

During a routine medical examination at St. Vincent's Medical Center in Bridgeport, it was found that the right rear passenger, Cedric R. Scott, was hiding a plastic bag in his rectum. It contained seven smaller bags of marijuana, crack cocaine and ecstasy pills, police said.

The operator of the Taurus, Harvey, was on parole and based upon Sunday's incident, the Connecticut Department of Corrections remanded him to custody.

Harvey was charged with engaging police in pursuit, reckless driving, possession of an assault weapon, possession of a firearm by a convicted felon and weapon in a motor vehicle. Bond was set at $200,000.

Mills was charged with carrying a pistol without a permit, weapons in a motor vehicle, possession of an assault weapon and possession of a firearm by a convicted felon. Bond was set at $200,000, then lowered to $20,000 by a bail commissioner. But a judge raised it back to $200,000 Monday. He has been arraigned.

Benson was charged with carrying a pistol without a permit, weapons in a motor vehicle, possession of an assault weapon, possession of a firearm by a convicted felon and criminal impersonation. Bond was set at $200,000.

Scott was charged with possession of narcotics with intent to sell, possession of an assault weapon, possession of a firearm by a convicted felon, weapons in a motor vehicle and carrying a pistol without a permit. Bond was set at $200,000. He is being held at Monroe Police Department until his arraignment on Tuesday.

The Ford Taurus Harvey was driving had been rented out of Wallingford, police said.
