On two occasions, police said Russell paid for a carton of cigarettes, but not for a cart full of groceries. She had been held by store security for shoplifting on Jan. 31 and a loss prevention officer identified Russell as the suspect in a Feb. 13 shoplifting incident while reviewing surveillance footage, police said.
