According to authorities, the man allegedly had his private part in his hand, while wearing a bra and surrounded by women's panties, pornography and empty liquor bottles.

A 52-year-old Monroe man told police he received a small yellow envelope containing one pair of black women's stockings and a letter from Bill Me Later (a Paypal service). He says he did not apply for Paypal and Bill Me Later accounts or order the $6.99 pair of stockings.
