Garland/DBS Inc. to Repair Fawn Hollow & Stepney's Roofs

Town Council members unanimously approved contracts for Garland Design Build Solutions Inc. Tuesday night to do roof work at Stepney and Fawn Hollow elementary schools.

Voters approved $1.56 million for Fawn Hollow at a Town Meeting and reserve funds from the Board of Education's budget will pay for the $175,499 roof project at Stepney.

Board of Finance Chairman Michael Manjos said $162,000 is already available in the capital reserve, adding his board would approve the remaining funds for Stepney at its Wednesday night meeting.

The Town Council's approval included the condition that the Board of Finance approve the rest of the money.

Every council members agreed on the need for the roof work, however, Councilman Tony Unger expressed disappointment that the council did not follow the process requiring information to be provided on all funding requests, including submitted documentation for the need, oversight and future maintenance.

The council had previously adopted the new policy after Unger proposed it. (A pdf file of Rule 27 can be downloaded with this story)

Other council members shared Unger's disappointment, including Dee Dee Martin and Nick Kapoor.

One of the factors driving Tuesday night's approval was Supt. of Schools James Agostine telling the council how the insulation in the roof over Stepney's cafeteria is completely saturated. Any delays in getting the repairs done could have caused the district to lose a construction season.

If that were to happen, Agostine said money would have to be spent to shovel Stepney's roof whenever there is significant snowfall.
